Jajalla&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Camiguin News Update&lt;/b&gt; - The Sangguniang Bayan (SB) Committee on Ways and Means (CWM) is fast tracking the passage of the proposed Municipal Revenue Code, here, in a bid to update the existing tax code which was last passed in 1992.&lt;br /&gt;&lt;br /&gt;          Thus, a public hearing, attended by more than 200 participants representing various sectors, was held at the municipal gymnasium to gather public inputs on the proposed revenue measure which is needed to spur local growth.&lt;br /&gt;&lt;br /&gt;          Kagawad Jonard B. Labadan, Chairperson, SB WMCommittee, stressed the need to pass a new revenue measure because it has already been almost 20 years already that the municipality is operating with the old code.&lt;br /&gt;&lt;br /&gt;          “In 1992, we were the first municipality in Camiguin that was able to come up with a model revenue code, and now we are left behind because we are the only municipality in the province to have been unable to update it,” Labadan told participants at the hearing.&lt;br /&gt;&lt;br /&gt;          He added “Mahinognons” are still fortunate because for almost 20 years fees and charges in Mahinog have remained unchanged and are even considered minimal compared to other local government units (LGU) in the province.&lt;br /&gt;&lt;br /&gt;          At the public hearing, municipal treasurer Judith P. Baita presented the salient provisions of the town’s proposed Revenue Code.&lt;br /&gt;&lt;br /&gt;          Baita said the proposed revision includes ten percent (10%) increase of the rates in the existing 1992 revenue code as allowed by Republic Act 7160 otherwise known as The Local Government Code of 1991.&lt;br /&gt;&lt;br /&gt;          Under the code, LGU’s are authorized to adjust their tax rates once every five (5) years but such adjustment should not exceed ten percent (10%) of the rates fixed under the code.&lt;br /&gt;&lt;br /&gt;          Baita stressed it has been three (3) times, or more than 15 years, that the LGU chose not to take the opportunity to adjust its tax rates.&lt;br /&gt;&lt;br /&gt;“It is high time now ‘to awake from the long sleep’ and pass a new revenue code in order to keep pace with the changing times,” he said.&lt;br /&gt;&lt;br /&gt;          Meanwhile, Dr. Perla J. Garot, a participant from the business sector, said tax amendments are appropriate as long as the money is spent properly and it is also important that during the public hearings taxpayers should be made to understand how tax money is used.&lt;br /&gt;&lt;br /&gt;          Mayor Alex R. Jajalla&lt;br /&gt;&lt;br /&gt;Camiguin News Online – The Sangguniang Bayan (SB), here, recently approved an ordinance that would regulate the operation of “raffles”  in the municipality.&lt;br /&gt;&lt;br /&gt;        Under the ordinance authored by SB Kagawad Rey Lawrence K. Tan, a raffle may be conducted only by a charitable and public welfare organization.&lt;br /&gt;&lt;br /&gt;        Thus, the ordinance would now restrict private individuals from holding a raffle in the municipality.&lt;br /&gt;&lt;br /&gt;        Tan said the ordinance resulted after a bungled raffle in the municipality,which was conducted by a private person, victimized a number of people who purchased raffle tickets, but had no winners.&lt;br /&gt;&lt;br /&gt;“A raffle regulation was needed to safeguard the people against the scam,” Tan stressed.&lt;br /&gt;&lt;br /&gt;        Meanwhile, Republic Act 7160 otherwise known as the Local Government Code of 1991 gives the city and municipal mayors authority to regulate the holding of activities for charitable and welfare purposes within their respective jurisdiction.&lt;br /&gt;&lt;br /&gt;Such activities may be in the form of benefit shows or dances, bingo socials for charity, raffle draws and similar activities.&lt;br /&gt;&lt;br /&gt;        The new ordinance makes it unlawful to conduct or operate a raffle in the municipality unless said raffle has been covered by a permit issued by the Municipal Mayor.&lt;br /&gt;&lt;br /&gt;        The ordinance further provides that raffle permits shall be issued only to organizations that operate without profit to their members.&lt;br /&gt;&lt;br /&gt;        The ordinance imposes a fine from a minimum of Php500 to a maximum of Php1,500 or imprisonment of not more than 20 days or both. Acle passed a resolution to request the Philippine Ports Authority (PPA) for an expansion of port delineated zone at Benoni Port by another 3.90 hectares of land area.&lt;br /&gt;&lt;br /&gt;At present, the Philippine Ports Authority is undertaking an P11 million Phase 1 project for development of Benoni Port and resettlement of affected families living near the port area, which is nearly completed.&lt;br /&gt;&lt;br /&gt;            According to Valiente D. Camay, Benoni, PPA Terminal Manager, the provincial government under Governor Jurdin Jesus M. Romualdo has recommended the Benoni port phase 2 project to cater to the long term needs and projected increases in port traffic.&lt;br /&gt;&lt;br /&gt;Benoni port in the town of Mahinog, province of Camiguin is part of major routes of the central nautical highway to and from the island of Mindanao and the rest of the country.&lt;br /&gt;&lt;br /&gt;“There is an urgent need to expand the port delineated zone at Benoni port because the present area requirement for passenger terminal, parking areas and related passenger amenities alone, excluding roads, easement, queuing lanes for rolling cargoes and open storage areas for other commodities, already consumes more than half the existing land area of the port”, the resolution reads.&lt;br /&gt;&lt;br /&gt;            “There is an available 3.90 hectares of land adjacent to the original port delineated zone which is available and appropriate for such purposes, although presently occupied with informal settlers numbering to about 250 households,” it added.&lt;br /&gt;&lt;br /&gt;            “The local government of Mahinog, together with the provincial government of Camiguin, has already identified an appropriate relocation site for the would-be affected settlers in the event the area will be used eventually for port developmental activities and further commits with the assistance of the PPA to facilitate their timely and orderly transfer thereto,” officials said.&lt;br /&gt;&lt;br /&gt;The resolution cited the rapid economic development and progress of the Municipality of Mahinog and that in province of Camiguin , in general, is much dependent on the capability and efficiency of its ports, it being an island province with eco-tourism as its leading industry.&lt;br /&gt;&lt;br /&gt;In the same resolution, the Philippine Ports Authority was also asked to provide funds for the needed financial assistance to about 250 households that would be eventually affected and covered by the expanded Benoni port zone, in order to facilitate their removal, transfer and relocation to sites provided by the LGU.&lt;br /&gt;&lt;br /&gt;According to the provincial appraisal committee, a total amount of 5.6 million is needed to pay the just compensation of some 250 households that will be affected by the port expansion project. Jajalla signed Executive Order No. 9 creating the Special Traffic Action Force (STAF) which shall be under the direct supervision and control of the office of the Mayor.&lt;br /&gt;&lt;br /&gt;Mayor Jajalla designated Sanguniang Barangay Committee on Transportation Chairman Hon. Rey Lawrence K. Tan to chair the task force.&lt;br /&gt;&lt;br /&gt;PO1 Jerry A. Jalagat of the Philippine National Police (PNP) was named chief executive officer while Mr. Arlino C. Arca, a deputized Land Transportation Office (LTO) agent was also designated as team leader.&lt;br /&gt;&lt;br /&gt;There are seven other members of the task force who have been deputized by the LTO from the local government and the local PNP.&lt;br /&gt;&lt;br /&gt;Mayor Jajalla said the task force was created to maintain law and order on the streets and to conduct a crackdown against colorum operators, driving without helmet, including single motorcycle for hire (habal-habal) and motorela who ply the streets without franchise and permits from the municipality and other crimes committed in the streets with the use of a motor vehicle, among others.&lt;br /&gt;&lt;br /&gt;Members of the Special Traffic Action Force are deputized by the LTO and authorized to issue LTO Temporary Operator’s Permit (TOP) upon confiscation of driver’s license and the LTO impounding receipt if there is a need to impound the vehicle.&lt;br /&gt;&lt;br /&gt;Traffic enforcers could also issue the traffic citation ticket against violators of Municipal Traffic and Transportation Code.&lt;br /&gt;&lt;br /&gt;The mayor said that the creation of the traffic task force is in support of the massive traffic enforcement action program undertaken by the Camiguin provincial government under the leadership of Governor Jurdin Jesus M. Romualdo to enhance public safety awareness and road discipline among road users and pedestrians in response to the rapid development in the province of Camiguin.&lt;br /&gt;&lt;br /&gt;Mayor Jajalla believes that this measure could minimize if not prevent the occurrence of vehicular accident in this municipality, which is the gateway to the paradise island province of Camiguin.
